A quite brilliant new government digital policy

From 2014, new online services will only go live if the responsible minister can demonstrate that they themselves can use the service successfully.

Knowing how un-online some ministers are, this could result in quite a lot of fun… but also is a very clever way of setting a simple, broad but useful standard.
