One Press Complaints Commission (PCC) ruling, two takes. Has the Press Complaints Commission cleared The News of the World or confirmed the main allegation against it? Or both?

The Guardian: “The [PCC] report confirms the central allegation made by the Guardian and has not produced any independent evidence of its own to contradict a single fact in our coverage.”
