Can Tim Farron or Norman Lamb really deliver on their plans for the Lib Dems?

In their pieces for ALDC, Lib Dem leadership candidates Tim Farron and Norman Lamb both gave good answers on how to rebuild the party but also answers full of ideas that have been much talked about in the past. Hence my question to them:
