Ken Livingstone launches campaign; police make third arrest

Not much to add to the headline really: on the day Ken Livingstone launched his re-election campaign for Mayor of London, police arrested a third man in their ongoing inquiry into allegations of fraud at bodies funded by the London Mayor.
