The Triple Lock: the full Federal Appeals Panel ruling

In my detailed history of the Liberal Democrat ‘triple lock‘ (the four-step system for agreeing major decisions such as entering into coalition government, as used in May 2010) I made a brief a reference to a Federal Appeals Panel ruling on it. The ruling had previously been shrouded in some obscurity (or, if you take the Liberator magazine’s line, conspiracy). It is now available in full for all to read, courtesy of the NewcastleGateshead spring 2012 reports to conference booklet.

Pages 16-31 cover the proposals being made to amend the existing triple lock (proposals that are not without controversy) and as part of the background publishes the ruling and associated key papers in full.
