Matthew Taylor was the Liberal, and then Liberal Democrat, MP for Truro (later Truro and St Austell) between 1987 and 2010. He was first elected in a Parliamentary by-election caused by the death of David Penhaligon and he stood down at the 2010 election. He became a Liberal Democrat peer in the summer of 2010.
